Hotfix CI for Python 3.9 by setting test as xfail until transformers release.

This PR marks test as expected to fail until the fix in transformers is released in v4.57.2:

• Remove invalid @staticmethod from module-level get_device_and_memory_breakdown transformers#41747

Hotfix for:

• CI fails for Python 3.9: ValueError: zero-size array to reduction operation maximum which has no identity #4308
